VTBB A-CDM Guide for Pilots

Preface

From AIRAC 2611 (29 OCT 2026), the (A-CDM) Airport Collaborative Decision Making system will be enforced at some ADs in the VTBB FIR. This guide informs pilots of the procedure for this new system.

This guide applies only to CDM ADs: VTBD, VTBS, VTCC, VTSG.

Departure Procedure

STEP 1 ) Filing TOBT (Target off-block time)

By default, the A-CDM system takes your EOBT (Estimated off-block time) from your flight plan and automatically sets it as your TOBT. However, to reduce delay, YOU as a pilot are advised to always update TOBT directly on the VDGS Pane.

- The A-CDM VDGS Pilot pane can be accessed here: https://vats.im/vdgs

STEP 2 ) Be ready at your TOBT.

When you reach your TOBT, make sure you are fully ready for startup or pushback.

STEP 3 ) Request pushback at TSAT.

You can request pushback/startup from 5 minutes before your designated TSAT (Target startup approval time) and within 5 minutes of that time.

If you fail to request pushback within 5 minutes after your TSAT, you will be delayed and must rejoin the queue.
